Kaohsiung City Government's cross-bureau cooperation on "Duck Economy" brings in over 14 billion NTD in output value for Kaohsiung

the yellow whirlwind sparked a nationwide duck-chasing craze, driving the "Duck Economy." Not only did it dominate online discussions, but it also attracted over 9 million visitors, bringing in more than 14 billion NTD in tourism output value for Kaohsiung. During the event, visitors from other cities and counties reached over 40% on weekdays and exceeded 50% during the Lunar New Year holiday. Foreign visitors included those from Hong Kong, Macau, China, the United States, Singapore, Malaysia, Vietnam, and international cruise ship tourists from Europe and the United States. During the event, Kaohsiung's hotel occupancy rate exceeded 80%, with the city center almost fully booked during the Lunar New Year holiday. The number of visitors to commercial districts, night markets, tourism factories, and department stores increased significantly, with business growth of over 30%. Moreover, the Tourism Bureau held a dynamic performance of "Little Duck's Outing" and a successful rescue at sea on Valentine's Day, allowing Kaohsiung to lead the world and break world records, leaving a deep, warm, and beautiful memory for citizens and tourists from home and abroad.

After the duck farewell event, Mayor Chen Chi-Mai emotionally expressed, "Time to say goodbye, looking forward to meeting again." If the yellow ducks return to Kaohsiung in the future, Kaohsiung will be even more beautiful and dazzling, and he will also return as a citizen to see this old friend. He also made a surprise appearance in the "Little Duck Farewell Party" live broadcast, expressing gratitude for the active cooperation between the Taiwan International Ports Corporation, which makes the pier more accessible to citizens, and the city government. He also affirmed the city government colleagues who sacrificed their holidays, including the Public Works Bureau and Environmental Protection Bureau, who cleaned up the pier to become the Winter Amusement Park event venue before the event; the Transportation Bureau, which used big data intelligent traffic management system to grasp the real-time dynamics of people and traffic flow and disperse congestion in a timely manner; the police force, volunteer traffic controllers, security guards, and cleaning personnel who managed the order, traffic, and cleaning of the event venue to maintain the best visiting environment for everyone; and the Tourism Bureau, which coordinated and executed the yellow duck series of activities for the Kaohsiung Lantern Festival - Winter Amusement Park, as well as the Cultural Affairs Bureau, Youth Bureau, Sports Development Bureau, Economic Development Bureau and other agencies that cooperated to hold various peripheral activities, bringing the city the best event experience and beautiful memories. Tourism Bureau Director Min-Lin Kao said that artist Florentijn Hofman's yellow ducks (Rubber Duck) have been exhibited in 37 cities in 18 countries around the world since 2007, all in static display. In 2024, in addition to welcoming two yellow ducks, Kaohsiung took the lead globally and created for the first time a dynamic way for the yellow ducks to tour the harbor and perform while simultaneously live-streaming online. In addition to welcoming the two little ducks into the harbor with a water gate ceremony, the Tourism Bureau also arranged for the two ducks to meet and reunite on Valentine's Day (the fifth day of the Lunar New Year), and the three dynamic harbor tour performances of the final chapter of the event, the Little Duck Farewell Party and the Little Duck Concert, broke world records and achieved success for Kaohsiung. Not only did more than 100,000 people participate on-site, but nearly 300,000 people watched online simultaneously, also demonstrating Kaohsiung's advanced and skilled shipbuilding technology. In addition, during the exhibition period (02/21), under the difficult conditions of instantaneous wind force reaching level 6, the Kaohsiung team once again created the world's first successful rescue at sea. Min-Lin Kao pointed out that in 2013, Kaohsiung welcomed the yellow duck for the first time, bringing 3.9 million visitors. Unlike in the past, with the little duck as the protagonist, ten years later in 2024, double ducks, double luck, the yellow ducks returned with a partner and made a heavy comeback to Kaohsiung. The overall event planning and promotion strategy allowed citizens and tourists from home and abroad to witness Kaohsiung's successful urban transformation and progress over the past ten years through the perspective of the little ducks, with the two yellow ducks appearing in the beautifully scenic Love River Bay surrounded by major public construction projects. Not only did it attract more than 9 million tourists in 30 days, but it also successfully conducted the strongest city marketing, making Kaohsiung the true protagonist of this lantern festival.

Min-Lin Kao said that the Tourism Bureau planned and coordinated the implementation of the yellow duck series of activities, attracting a large number of visitors during the 30-day exhibition period, and completing the world's first dynamic duck performance and successful rescue at sea. In addition to creating "Yellow Corners" (Emoji) scattered in many places such as Shoushan Zoo, Cihou Lighthouse, Shoushan LOVE Lookout, and Light Tower in the early stage of the event, yellow lighting was also used to light up Kaohsiung Music Center, Siaogangshan Skywalk Park, and Fongshan Station, and giant yellow duck canvases and floor stickers were used to decorate the Siwei Administrative Center and Fongshan Administrative Center of the city government. The super cute images or lighting animations of the little duck were also integrated into Kaohsiung's major public construction projects over the past 10 years, such as the Kaohsiung Exhibition Center, the Great Harbor Bridge, Kaohsiung Port Cruise Terminal, and many landmark buildings including the 85 Sky Tower. At the same time, in coordination with the "completion of the light rail circle," little duck light rail trains were launched to connect Kaohsiung's tourist attractions and yellow corners, striving to convey Kaohsiung's warm and healing city atmosphere. At the same time, the Tourism Bureau also transformed the 16-18 piers, which were previously used as container piers, into the Kaohsiung Winter Amusement Park. In addition to the dazzling food market, free amusement facilities for children, interesting experiences of riding bicycles to generate electricity, and excellent street performer shows, the Tourism Bureau also displayed creativity and planned the popular giant "Yellow Ball Pool," designed the super popular "Butt Duck" that looks like the little duck has fallen, the enlarged version of the small lantern in the shape of a dinosaur called "Little Dino Dumb Beast (Dinosaur)," as well as the yellow submarine "Yellow Xiaoting" and the art installation "Yellow Ama" in the Love River area, and launched a limited-time 24-hour 4K high-definition little duck real-time video channel. Moreover, to promote water activities in the Love River Bay, the Sports Development Bureau encouraged the public to paddle SUPs and canoes to get close to the little ducks, held the highly creative "Love River Creative Self-made Raft," and the "Yabi! Baby Push Bike Race" which was fully booked immediately upon registration. The Youth Bureau cooperated to hold the "Duck Baby Crawling GO - Baby Crawling Fun Game" suitable for parent-child families to participate and the "Harbor Running Duck" water lucky draw activity, which was the first of its kind in Taiwan. The Cultural Affairs Bureau invited Taiwanese and Japanese artists to display installation art with the theme of "Healing Forest" at the pier amusement park and launched children's drama groups and circus performances. The Kaohsiung Music Center launched the "Golden Duckling Shining" light show every day. The Transportation Bureau also launched little duck traffic lights and little duck shuttle buses. Every event and creative idea held by various city government units were highly loved and welcomed by citizens and tourists.

The two healing and super cute yellow ducks brought everyone a lot of happiness and laughter, not only filling citizens with joy and a sense of city pride but also leaving a deep and beautiful city memory for tourists from home and abroad. A student surnamed Chen from Jhong-Jheng Elementary School in Lingya District, who participated in the closing performance, said that her mother had brought her to take a photo with the little duck 10 years ago. 10 years later, she was very happy to have the opportunity to participate in the closing ceremony of the little duck and thanked the yellow duck for bringing precious memories and touching moments between her and her family. She hoped that the little duck would have the opportunity to come back. There were also tourists from Hong Kong who specially came to Kaohsiung to chase the duck. They did their homework and collected the city's little duck footprints, sharing their experiences of taking the little duck light rail train, little duck ferry, and taxi, and praising Kaohsiung's event integration planning and city marketing as very well done. Mr. Chen from Tainan said that he specially came to Kaohsiung to send off the little duck. For him, the little duck is not just a little duck, but a memory point of 10 years of his life, which has special meaning. He hoped that there would be an opportunity to see it again in the future. The "2024 Kaohsiung Wonderland - Winter Amusement Park" has finally come to an end. Min-Lin Kao emotionally expressed sincere gratitude to every citizen who deeply loves Kaohsiung and takes pride in Kaohsiung for their enthusiastic participation.
